Why does the setup disk not boot and the error message "NT cannot find the temporary directory created by the first part of Setup" appear?

Create Setup boot disks using "WINNT /OX" or simply use the original Setup boot disks to install. Setup boot disks that were created while running the "WINNT" variation of the install are being used.
