How can I copy all of the data from my old drive to my new drive?

There is a utility called FileCopy (included with Disk Manager 2000 software) able to perform a file-by-file copy of all files from one drive partition to another.
FileCopy is supported under Windows 95 and Windows 98 and supports both FAT16 and FAT32 partitions. The intent of FileCopy is to streamline the task of adding a new hard disk drive as the boot drive in your system. This is accomplished by copying all your existing files and directories from your old hard drive to the new hard drive, thus allowing you to make the new drive the boot drive.
