Why does an IDE CD-ROM and Tape Backup not work when attached to the Interface?

In most situations, the addition of an IDE CD-ROM or tape backup drive to a bus that supports an IDE drive, can slow down and/or compromise the drive's data integrity. If this is the case, an Enhanced IDE interface that is ATAPI compliant should be considered. These interfaces are generally made with a secondary IDE interface built on the same card. Try connecting the faster devices on the primary interface and the slowest to the secondary.
