Apple Overhauls EU App Store Rules

Following extensive negotiations with the European Commission, Apple has announced major updates to its business terms for developers operating within the European Union. The new framework resolves long-standing regulatory disputes, unifies developer terms under a single model, replaces the controversial per-install fee, and relaxes eligibility rules for third-party marketplaces and web distribution. Developers can opt into the new terms immediately, with the changes set to officially take effect on October 1, 2026.

Key Highlights of the Updated EU Framework

  • Goodbye Core Technology Fee (CTF): The fixed per-install fee for high-volume apps has been eliminated and replaced with a flat 5% Core Technology Commission on digital transactions in apps distributed outside the App Store.
  • Unified Terms: All developers distributing apps in the EU will transition to a single, simplified business terms model, eliminating initial acquisition and store service fees.
  • Flexible Payments: Developers can now combine Apple In-App Purchase with alternative payment methods within the same app.
  • Broader Marketplace Eligibility: Lowered financial thresholds mean more developers, startups, non-profits, and educational bodies can host alternative app stores or distribute apps directly via the web.
  • Child Protections: Added safeguards—including mandatory parental gates and direct link bans for young users—aim to protect minors from online fraud.

Restructured Commission Rates

Under the single business model, Apple is adjusting its commission structure across standard store purchases, alternative payment processors, and external web links:

Dual Payment Options & 12-Month Commitments

For the first time in the EU, developers can offer Apple In-App Purchase and third-party payment solutions side by side within their apps.
To maintain transparency and prevent confusing user experiences:
  1. Developers must present alternative options clearly according to Apple's design guidelines.
  2. Developers must select their payment configuration (Apple IAP, alternative in-app processor, web link-out, or a hybrid) and commit to that structure for a 12-month period.

Enhanced Protections for Children

Working alongside EU regulators, Apple is implementing age-based safety measures across alternative payment pathways:
  • Under 13: Apps targeted at children or in the "Kids" category are strictly prohibited from including links to external payment websites.
  • Under 18: Apps using alternative payment processors or external payment links must include a mandatory parental gate, requiring adult authorization prior to any purchase.
  • Regional Scaling: Protections will scale in EU member states that set digital parental consent ages above 13.

Lowered Barriers for Alternative App Stores and Web Sideloading

Apple is broadening the criteria for who can operate an alternative marketplace or host web distribution in the EU. Instead of stringent institutional requirements, companies can now qualify if they meet any of the following:
  1. A moderate financial-stability score via Dun & Bradstreet.
  2. Publicly traded status (or ownership by a publicly traded entity).
  3. Active venture capital backing from an established firm.
  4. Completion of a formal financial audit by a licensed accountant.
  5. Entity status as a non-profit, educational institution, or government body.

Safety Measures Remain for Web Downloads

Apple emphasized that web distribution lacks dedicated store oversight, leaving users vulnerable to bad actors. To mitigate risks, Apple will continue to require Notarization—a baseline automated and human review focused on core functionality and malware prevention—for all third-party software before it can run on iOS.

Developers operating in the European Union can review and sign the unified agreement today via the Apple Developer Support portal before the October 1 enforcement date.
